Legal Defense Fund Associate Director-Counsel Todd Cox testified today before the U.S. Senate Committee on the Judiciary, Subcommittee on the Constitution on the impact of the Louisiana v. Callais Supreme Court decision and the urgent need for congressional action to protect and secure the fundamental freedom to vote.
"Every day, Black Americans feel the sting of racism in our lives. The ongoing racism profoundly shapes the landscape of opportunity, including access to fair representation and political power," said Associate Director-Counsel Cox. "Yet without evidence, the Roberts Court wishes this world away and pretends we are a nation that has already achieved our highest ideals. This is present reality, not a relic, and courts have documented it extensively, not decades ago, but currently. Callais has unleashed chaos in the 2026 elections currently underway and already undercut fair representation for Black voters."

LDF has been completely separate from the National Association for the Advancement of Colored People (NAACP) since 1957, though it was founded under the leadership of Thurgood Marshall while he was at the NAACP. LDF's Thurgood Marshall Institute (TMI) is a division of LDF that undertakes innovative research and houses LDF's archive. In all media attributions, please refer to us as the Legal Defense Fund or LDF (do not include NAACP) and refer to the Institute as LDF's Thurgood Marshall Institute or TMI.
