Laughlin’s Aimee’s Law Passes Pennsylvania Senate

HARRISBURG - The Pennsylvania Senate today approved Senate Bill 1311, known as Aimee's Law, sponsored by Senator Dan Laughlin (R-49) to establish a statewide animal abuser registry and help prevent convicted abusers from obtaining more animals. The bill now heads to the House of Representatives for consideration.

The legislation is named after a six-month-old husky found abandoned in a crate beneath a bridge in Erie during subzero temperatures. She was severely underweight, covered in filth and suffering from frostbite on all four paws. Despite the rescuers' efforts to save her, Aimee did not survive.

"Aimee's life had barely begun when she was left in the cold with no way to escape or find help," Laughlin said. "We cannot undo what happened to her, but we can honor her by taking action to protect other animals from the same cruelty. Today's vote is an important step toward making those protections a reality."

The bill would create a publicly accessible registry maintained by the Pennsylvania State Police identifying individuals convicted of specified animal abuse offenses. The registry would include photographs, identifying information and information about court-ordered prohibitions on animal ownership.

People selling, transferring or offering dogs, cats or horses for adoption would be required to check the registry and refuse placement with anyone listed. These requirements would help shelters, rescues and others placing animals in new homes identify convicted abusers before another animal is put at risk.

Laughlin said the legislation has drawn strong support from constituents who have repeatedly contacted his office seeking updates and urging action.

"People have not forgotten Aimee, and they want her story to lead to meaningful change," Laughlin said. "I'm grateful to my Senate colleagues, the rescuers, animal advocates and constituents who have continued to speak up for animals that cannot speak for themselves. I urge the House to take up Aimee's Law and help us get these protections across the finish line."
