Sparks, NV - The following are highlights from the July 14, 2025, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • Mayor Ed Lawson proclaimed July 14, 2025, as Sparks Piranhas Swim Team Day and recognized the 2025 graduating swimmers for their outstanding athletic and academic achievements.

General Business

Sparks City Council:

  • Approved an agreement between Sportsman Solutions and the City of Sparks for management of naming rights and sponsorship consulting for Parks and Recreation facilities.
  • Ratified the emergency actions of the City Manager, authorizing an $840,000 emergency procurement of equipment to restore heating capacity at the Truckee Meadows Water Reclamation Facility. This City of Sparks' portion was $263,508.
  • Approved an interlocal agreement between Washoe County and the Cities of Sparks and Reno to establish a Regional Fire Study Board to study regional fire and emergency services options pursuant to Senate Bill 319 (2025 Legislative Session). Council also appointed Paul Anderson and Joe Rodriguez to represent the City of Sparks on the board.
  • Approved a resolution governing the following employee groups for the period of July 1, 2025, through June 30, 2029:
    • Confidential employees with estimated general fund costs increases of $6,519 in FY26 and $3,818 in FY27.
    • Deputy Policy Chiefs with estimated general fund cost increases of $24,633 in FY26 and $7,154 in FY27.
    • City Attorney's Office employees with estimated general fund cost increases of $93,052 in FY26 and $20,374 in FY27.

Public Hearing and Action Items Unrelated to Planning and Zoning

  • Council held a public hearing and approved a Memorandum of Understanding between the City of Sparks and the International Association of Fire Fighters Local 731 regarding light-duty assignments with no direct cost impact.

Planning and Zoning Public Hearings and Action Items

  • Council held public hearings and adopted:
    • A bill to amend the final approved plan for the D'Andrea Planned Development to modify permitted commercial uses related to animal services, financial institutions, and definitions for animal services.
    • A resolution to certify a Comprehensive Plan amendment to change the land use designation and rezone a 5.99-acre site at 800 Holman Way from Commercial to Tourist Commercial. Council also approved the Conditional Use Permit to allow an existing 7,891 square foot non-restricted gaming establishment to operate as a primary use.
