Mayor Dan Borgmeyer and County Executive Steve Ehlmann will sign an agreement to transfer the current City Hall building to the County in exchange for millions of dollars of road work paid for by the County to help two major projects in the city.
"This is a good deal for the city and the county," Ehlmann says.
"We are excited to partner with the County for this mutually beneficial agreement," Borgmeyer says. "This not only provides the County with additional needed space in their current government complex area, but helps move forward development that will benefit the entire region for future generations."
The agreement, now approved by both councils, says the County will give the City more than $4 million for the reestablishment of the north end of Main Street from Clark to Montgomery Street, passing through the new City Centre Complex. (The site will be the new home of Saint Charles City Hall by the end of 2026.)
The County will also give the city $7 million for public streets through the Riverpointe District, a proposed mixed-use development along the Missouri River between the Family Arena and Streets of St. Charles.
In addition to getting the City Hall building, the County agrees to invest about $18 million in improvements to the structure to replace the failing exterior and bring the interior up to code. The County would also acquire the attached parking garage, which would remain open to the public.
The County plans to use the City Hall building for office space to relieve overcrowding in the adjacent circuit courthouse.
