Minna Kivimäki to serve as Director General of Government EU Affairs Department

The Government has appointed Minna Kivimäki, Master of Laws, to serve as Director General (State Secretary for EU Affairs) of the EU Affairs Department at the Prime Minister's Office for a fixed term from 1 November 2025 to 31 October 2030.

Kivimäki is currently serving as Permanent Secretary of the Ministry of Transport and Communications. Prior to this, she served as Deputy Permanent Representative of Finland to the EU and Coreper 1 Ambassador at the Permanent Representation of Finland to the EU in Brussels in 2016-2021, as Director General at the Ministry of Transport and Communications in 2010-2016 and as Head of Unit in 2008-2010. Kivimäki worked for the Ministry for Foreign Affairs as Senior Specialist at the Permanent Representation of Finland to the EU in 2000-2003 and 2006-2007. She chaired the Permanent Representatives Committee (Coreper 1) during Finland's Presidency of the Council of the EU in 2019 and led the Council's Transport Working Group during Finland's 2006 Presidency.

The Government EU Affairs Department coordinates the preparation and consideration of matters decided within the European Union that are dealt with by various ministries within the Government Secretariat for EU Affairs. It also oversees issues related to amendments to the EU treaties and coordinates these with matters related to other treaties and international obligations to be considered in the EU. Other areas of responsibility include appointments to certain EU institutions and key horizontal and institutional issues for the development of the EU.

The Director General is responsible for managing the department and ensuring it can perform its tasks effectively. The Director General holds the honorary title of State Secretary for EU Affairs.
