The City of Flagstaff is excited to announce that it has selected Michelle McNulty as the City's new Planning and Development Services Director.
Michelle is a Certified Planner with nearly 20 years of public and private sector experience in land use, transportation planning and community development. She joined the City of Flagstaff in 2022 as the Planning Director and has served as the Interim Community Development Director since March 2025. Prior to coming to Flagstaff, Michelle served as the Planning Director for the Municipality of Anchorage. She holds a Bachelor of Arts in Anthropology from Ohio State University and a Master of Arts in Rural Geography from Northern Arizona University.
"Michelle has been an incredible addition to Team Flagstaff and I'm excited to see her move into the Planning and Development Services Director role," said Joanne Keene, Deputy City Manager. "Michelle's background in public and private sector planning work has helped her navigate challenging issues. She cares deeply for this community and brings this passion to her work every day."
Michelle noted "I am honored to step into the role as Planning and Development Services Director and continuing to serve a community and team I care deeply about. I look forward to building on our strong foundation and working collaboratively to support thoughtful growth and a vibrant future for our community."
As the Planning and Development Services Director, Michelle will oversee Planning, Building Services and Real Estate at the City of Flagstaff. These sections will comprise the newly renamed Planning and Development Services Division, formerly known as the Community Development Division.
