Concord Police Department Announces Promotions and Welcomes New Officers

The Concord Police Department welcomed six new officers and announced the promotions of nine officers to multiple ranks during a ceremony at City Hall on Thursday, October 23.

The ceremony honored the officers' commitment and dedication to serving the community and creating safe neighborhoods. Police Chief Jimmy Hughes also recognized the officers' families and thanked them for their support.

"Behind every officer is a family that stands in service with them," said Chief Hughes. "The family's love, patience, and support is what makes this profession possible, and we are deeply grateful for that."

Chief Hughes was joined by Mayor Pro-Tem Andy Langford who expressed deep gratitude to the Concord Police officers for their courageous and selfless service before administering their oaths of office.

The six newly sworn Concord Police Officers are: Johnathon Morris, Logan Seiler, Jacob Roth, Matthew Eudy, Hunter Collier, and Jadon Brown. The new class includes five officers with prior law enforcement experience with departments from across the state, and one recent Basic Law Enforcement Training (BLET) graduate.

Promoted to the rank of Major are Cydney McGhee and John Parker. McGhee first joined the Concord Police Department as a field training officer in 2005, she is a founding member of the Mounted Patrol Unit, and has prior experience leading Patrol, Vice & Narcotics, and ABC Enforcement. As Major she will lead the Operations Bureau.

Major Parker began his career with the Department in 2004, serving in Patrol, Vice & Narcotics, and as a Watch Commander before transitioning to Professional Standards where he led training and administrative investigations and Concord PD's success in achieving CALEA accreditation - the gold standard in public safety. As Major, Parker will lead the Patrol Bureau.

Promoted to the rank of Lieutenant are Joshua Shaver, Caleb Garrow, and Gary Mearite. Shaver joined the Concord Police Department in 2012 and has experience as a patrol officer, school resource officer, bicycle instructor, and crisis negotiator. Garrow joined the Department in 2015, serving in multiple patrol districts and earning commendations for his work on the Street Crimes Unit and Vice & Narcotics Unit. Mearite began his career with Concord PD in 2003 as a patrol officer before joining the SWAT team and the Vice & Narcotics Unit where he spent 13 years working extensively with local, state, and federal agencies on successful drug investigations.

Promoted to the rank of Sergeant are Spencer Ward, Adam Chiarolanzio, Trey Brown, and Joel Patterson. Ward joined the Concord Police Department in 2016 and has served in the Criminal Investigations Division (CID) as a detective since 2022. Chiarolanzio joined the Department in 2013 and spent seven years as a patrol officer before joining CID. Brown joined the Department in 2012 as a patrol officer and later joined the K-9 Unit where he spent nine years before returning to patrol. He also serves as a Field Training Officer and in several specialized roles. Patterson joined Concord PD in 2005 and has dedicated his entire career to patrol where he has mentored numerous officers and is also a member of the K-9 Unit and Mobile Field Force Team.

During the ceremony, officers were joined by members of their family, Police Chief Jimmy Hughes, Mayor Pro-Tem Andy Langford, Council Member Betty Stocks, Assistant City Managers Marcella Beam and Josh Smith, District Attorney Ashlie Shanley, and Concord Police Foundation board members.
