NSW concrete contractor Ali Youssef charged with dishonesty offences and dealing with proceeds of crime

Ali Youssef, a director of Allscope Concrete & Pumping Pty Ltd (Allscope), has been charged with dishonestly using his position as a company director and dealing with proceeds of crime.

ASIC alleges that on 4 December 2023, Mr Youssef transferred $69,000 from Allscope's bank account to his personal bank account after he had been told that Allscope had been wound up and he was no longer authorised to deal with its assets.

ASIC further alleges that immediately after receiving the funds, Mr Youssef transferred the $69,000 in addition to other funds into other accounts.

Mr Youssef is scheduled to appear before the Downing Centre Local Court in Sydney on 13 October 2026. The matter is being prosecuted by the Commonwealth Director of Public Prosecutions following an investigation and referral by ASIC.

Mr Youssef has been charged with:

• one count of using his position dishonestly to gain an advantage, contrary to s 184(2) of the Corporations Act 2001 (Cth)
• one count of dealing with proceeds of indictable crime valued at $50,000 or more, contrary to s 400.5(1) of the Criminal Code (Cth), and
• one count of dealing with proceeds of indictable crime valued at $10,000 or more, contrary to s 400.6(1) of the Criminal Code (Cth).
