Recap of Council meetings on 2/17

The Broken Arrow City Council, Municipal Authority, and Economic Development Authority considered more than 30 items on the agendas of the meetings on February 17, 2026. Here's a recap from Tuesday night.

Council approved an agreement with Kimley-Horn and Associates for the firm to design improvements for College Street between 9th and 15th streets. The design services agreement costs $149,800. A separate project to improve College Street from 15th to 23rd streets is in the planning phase.

Council approved an agreement with Design Workshop as consultants for the Downtown Master Plan. This initiative builds upon the foundation of the inaugural 2005 downtown plan, which successfully catalyzed the creation of the Rose District. The new plan will study more than two square miles along the Main Street corridor and will serve as a strategic roadmap for the next chapter of downtown growth and revitalization. The work is expected to begin in March with the Citizens Advisory Committee, along with city staff, providing oversight. The cost of the agreement will not exceed $185,000.

City Manager Michael Spurgeon provided an update to Council about the public education campaign for the General Obligation Bond election in April. City staff have been meeting with homeowners' association, community groups, and civic organizations with plans to continue public education through the April 7 vote. Four public forums for citizens have been planned for March 2, March 12, March 26, and April 2. Each will be held between 6:30 p.m. and 8:30 p.m. Check the Community Calendar on the city website for details.

Personnel from the Solid Waste & Recycling Department presented a year-in-review report for Councilors highlighting the team's public service efforts in 2025. Among the highlights include.

  • 38,849 tons of trash collected (77,698,000 pounds)
  • 5,481 tons of recyclables collected (10,962,000 pounds)
  • 12 new assisted side-loading vehicles added to fleet
  • 7,000 interactions with community members
  • 33 outreach and education events
