The City of Santa Rosa is proud to announce that two of our employees have been recognized by the American Public Works Association (APWA) Northern California Chapter with Staff Person of the Year Awards in their respective fields.

Camron Macdonald - Facilities & Grounds
Facilities Planning Coordinator, Transportation and Public Works Department
Camron Macdonald was recognized for her outstanding leadership in planning and delivering public facilities that serve the community. Her over 20 years of service have shaped project delivery and ADA improvements over the City culminating in her most recent capital project support of the reconstruction of Fire Station No. 5, managing the vision planning for the Hearn Community Hub, and critical emergency upgrades to the Sam Jones Hall Shelter.
Camron also integrates sustainability into every aspect of her work, recognizing that small choices add up to lasting impact. She has advanced sustainable practices by specifying recycled and low-emission building materials, introducing permeable concrete at a City facility, and reducing paper use through digital processes. She has championed larger sustainability efforts, including transitioning facilities to all-electric systems, promoting LEED design standards, supporting solar energy and EV charging stations, and coordinating City projects' participation in the California Energy Design Assistance (CEDA) program.
Camron is known for her collaborative, solutions-focused approach and her ability to step up during challenging times, from disaster recovery after the 2017 Tubbs Fire to navigating complex capital projects. During the COVID-19 pandemic, she oversaw the rapid construction of an 8,000-square-foot shelter expansion-completed in just nine months-to ensure services continued uninterrupted during a time of urgent community need.
She exemplifies the spirit of public service through her dedication, resilience, innovation, and commitment to a sustainable future.

Shawn Moore - Water Resources
Programmer Analyst, Information Technology Department
Shawn Moore was honored for his innovative application of technology to support water sustainability, stormwater compliance, and climate resilience. With more than three decades in the technology field and over seven years serving Santa Rosa's Water Resources programs, Shawn has created tools that improve efficiency, strengthen regulatory compliance, and enhance emergency preparedness.
Among his many contributions, Shawn developed the Storm Water Low Impact Development (LID) Compliance Manager application, enabling the City to manage storm water infrastructure compliance with precision. It tracks over 1,900 LID features across 188 projects, automates inspection workflows, and generates corrective action notices. The system integrates GIS mapping, mobile inspections, and real-time dashboards, allowing staff to monitor compliance and environmental impact efficiently.
Shawn exemplifies a deep commitment to customer service, consistently delivering high satisfaction to both City staff and the broader community through his thoughtful, user-centered approach to technology. He works closely with environmental specialists, engineers, and other departments to understand their needs and translate them into intuitive, effective software solutions. His collaborative style ensures that the systems he builds are not only technically advanced but also practical, accessible, and aligned with real-world workflows.
Through his leadership and forward-thinking vision, Shawn has helped the City adopt sustainable, scalable technology solutions that benefit staff, residents, and the environment alike.
