Premier submitted comments in response to the "Health Data, Technology, and Interoperability: ASTP/ONC Deregulatory Actions to Unleash Prosperity" (HTI-5) proposed rule. Issued by ASTP/ONC, the rule includes proposals on deregulatory actions regarding health information technology standards, implementation specifications, and certification criteria under the certification programs, as well as on information blocking. In our draft comments, Premier urges ASTP/ONC to:

Finalize proposed changes to information blocking exceptions to prevent misuse and promote fair, interoperable data exchange;

Ensure the certification program deregulation preserves provider trust, transparency, safety and accountability;

Balance innovation-enabling flexibility with baseline privacy, security and AI transparency safeguards;

Advance Fast Healthcare Interoperability Resources (FHIR)-based interoperability with consistent implementation, governance and write-capable use cases;

Coordinate across HHS to drive greater standardization of supply chain and other administrative data, promoting true interoperability across the clinical enterprise; and

Extend burden reduction efforts across the broader health technology ecosystem to avoid shifting complexity and risk downstream to providers and patients.
