Denton Police Officers Indicted on Charges of Criminal Conduct

DENTON, TX, October 23, 2025 - A Denton County Grand Jury has indicted one former and two current City of Denton police officers on charges following a monthslong investigation into alleged criminal conduct.

In February, the Denton County District Attorney's Office notified the Denton Police Department that it had dismissed pending criminal charges against an individual experiencing homelessness who was arrested in March 2024.

The DA's Office advised that the probable cause affidavit, written by Officer William Hulslander, did not align with the body-worn camera video evidence, which showed Officer Ronald Foy deploying his department-issued chemical spray in a manner inconsistent with policy and training. Subsequently, officers Foy and Hulslander were immediately placed on administrative leave.

The DA's Office also notified the department of concerns involving other arrests made by a former officer, Joel Weinstein, who had left the department prior to this discovery.

At the direction of Police Chief Jessica Robledo and per department policy, Denton PD began separate but concurrent Internal Affairs (IA) and Major Crimes criminal investigations.

At the conclusion of the IA investigation, Chief Robledo reviewed the findings and sustained policy violations against Foy and Hulslander. Foy was indefinitely suspended without pay, which is the Civil Service equivalent of termination, and has filed an appeal, which is pending. Hulslander agreed to a 90-day suspension without pay, the maximum time the Chief can impose short of an indefinite suspension.

After the conclusion of the criminal investigation, all findings were presented to the DA's Office for Grand Jury review. On Oct. 23, 2025, the Grand Jury issued the following indictments:

Ronald Foy: Official Oppression.

William Hulslander: Official Oppression and Tampering with Governmental Record.

Joel Weinstein: Tampering with Governmental Record.

Official Oppression is a Class A misdemeanor, and Tampering with Governmental Record is a state jail felony since the Grand Jury found the officers' intent was to defraud or harm another individual.

Although both officers were previously suspended, according to Civil Service law, the officers are subject to further suspension without pay pending the final disposition of their criminal charges, and those suspensions take effect today.

"When allegations of misconduct arise, we owe it to the Denton community and to the men and women who serve honorably every day to confront them directly," says Chief Robledo. "Denton PD regularly reviews policies and procedures to identify gaps between performance and expectations. When we discover we have fallen short of our core values, we commit to taking steps to restore the trust that the community has placed in us. We remain committed to transparency, accountability, and strengthening community trust."

While preserving the integrity of the Denton Police Department remains a top priority, they are equally committed to ensuring that every accused officer is treated fairly and afforded the same legal rights and due process as any individual under the law. Questions regarding the indictments should be directed to the Denton County District Attorney's Office.
