Thailand jointly endorses establishment of the United Nations global mechanism on cybersecurity

On 11 July 2025, Thailand, along with other United Nations Member States, endorsed the establishment of the Global Mechanism on developments in the field of ICTs in the context of international security and advancing responsible State behavior in the use of ICTs under the auspices of the United Nations. The establishment of the Global Mechanism was the result of negotiations during the 11th Substantive Session of the Open-ended Working Group (OEWG) on Security of and in the Use of Information and Communications Technologies (2021-2025) on 7-11 July 2025 at the United Nations Headquarters in New York.

The Global Mechanism will become the first permanent UN mechanism to address cybersecurity. Its functions include strengthening the ICT security capacity of States, including developing and implementing the framework for responsible State behaviour in the use of ICTs, and advancing discussions on cyber threats, norms of responsible State behavior, and the application of international law in the use of ICTs. Thailand has participated in all OEWG meetings, along with delegates from the Ministry of Foreign Affairs, the Office of National Security, the National Cyber Security Agency, and the Ministry of Defence.

The establishment of the United Nations Global Mechanism will benefit Thailand, as a developing country, by strengthening the country's capacity to prevent and respond to cybersecurity threats.
