City Council Approves Federal Funding Allocations for Community Projects

On May 4, 2026, the City Council approved the Fiscal Year 2026-2027 Community Development Block Grant (CDBG) funding allocations. Administered in partnership with Marin County, these federal funds support community projects that expand affordable housing, improve local facilities, and provide essential services to low- and moderate-income residents. For the upcoming fiscal year, San Rafael will receive $508,032 in CDBG funds.

Projects recommended for funding include:

Housing

  • Oak Hill Apartments (Eden Housing). 115 new units of affordable rental housing for low-income households.
  • Home Rehabilitation Program (Habitat for Humanity Greater San Francisco). Critical repairs and accessibility upgrades that help low-income homeowners remain safely in their homes.

Capital

  • New Beginnings Center Infrastructure Repairs and Improvements (Homeward Bound of Marin). Critical repairs and improvements at an 80-bed emergency shelter serving adults experiencing homelessness in Marin.
  • Pickleweed Preschool Community Infrastructure Project (City of San Rafael): Improvements to the outdoor learning environment at Pickleweed Preschool, which provides free early childhood education in the Canal neighborhood.

Public Services

The Council recommended a second year of funding for five programs serving San Rafael residents, including:

  • Fair housing counseling and education (Fair Housing Advocates of Northern California)
  • Legal assistance for renters (Legal Aid of Marin)
  • Accessibility modifications for people with disabilities (Marin Center for Independent Living)
  • Beds and bedding for families transitioning into permanent housing (Make It Home)
  • Affordable early childhood education at Pickleweed Preschool in the Canal neighborhood (City of San Rafael)

The approved recommendations will be presented to the Marin County Board of Supervisors in June for inclusion in the countywide CDBG funding plan submitted to the U.S. Department of Housing and Urban Development.
