Finstad Secures Wins for Southern Minnesota Farmers and Rural Families, Applauds Committee Passage of the Farm, Food, and National Security Act of 2026

WASHINGTON, D.C. - Congressman Brad Finstad (MN-01), fourth-generation farmer, member of the House Agriculture Committee, and Chairman of the Subcommittee on Nutrition and Foreign Agriculture, released the following statement after the full committee passage of H.R. 7567, the Farm, Food, and National Security Act of 2026 (2026 Farm Bill):

"Throughout my time in Congress, I've been focused on delivering a strong, bipartisan Farm Bill that is written by farmers for farmers, and by rural America for rural America," said Rep. Finstad. "The Farm, Food, and National Security Act of 2026 accomplishes this goal across all 12 titles, responsibly addressing the needs of Americans. I'm proud of the work my colleagues on the House Agriculture Committee and I have done to deliver strong farm policy for our country's farmers and rural families."

Finstad continued, "The Working Families Tax Cuts (H.R. 1) made the most significant investment in the farm safety net since the 2002 Farm Bill, boosted conservation funding, doubled funding for trade and market access programs, and made crop insurance - farmers' number one risk management tool - more affordable. The Farm, Food, and National Security Act builds on these successes. I was pleased to see several of my provisions included in this critical legislation and I look forward to getting it across the finish line for our farmers, producers, and rural America."

The Farm Food, and National Security Act includes numerous provisions championed by Congressman Finstad that deliver security for America's farmers, rural communities, and the ag economy, including:

  • The Investing in Rural America Act (H.R. 1246) to provide Farm Credit institutions the opportunity to partner with local lenders, including community banks, in financing essential community facilities such as those providing healthcare, childcare, and emergency services;

  • The PACE Act (H.R. 1991) to modernize FSA loan limitations, providing farmers, especially beginning farmers, with the financing needed to get started, expand their family's operation, or restructure with certainty;

  • The Farm and Food Cybersecurity Act (H.R. 1604) to strengthen cybersecurity protections within the food and agriculture critical infrastructure sector by identifying vulnerabilities and improving protective measures of government and private entities against cyber threats on America's food supply chain;

  • The GRAIN DRY Act (H.R. 1302) to expand the Farm Storage Facility Loan Program through the U.S. Department of Agriculture (USDA) to include propane storage;

  • The PRECISE Act (H.R. 6143) to strengthen federal conservation programs by expanding access to precision agriculture tools and technology;

  • The Next Generation Farmer Act (H.R. 4657) to expand eligibility for beginning farmers to obtain USDA Farm Ownership Loans, which provide the capital necessary to purchase, expand, and improve family farms;

  • The USDA Express Loan Act (H.R. 5877) to expand the EZGuarantee Loan Program through the USDA, expediting approval times for certain guaranteed loans - ensuring farmers, ranchers, and rural communities receive timely access to credit;

  • The Save Our Bacon Act (H.R. 4673) to address California's egregious Proposition 12 mandate by prohibiting state and local governments from interfering with the production of livestock in other states; and,

  • The Agriculture Export Promotion Act (H.R. 1086) to extend the Market Access Program (MAP) and the Foreign Market Development (FMD) Program of the Foreign Agricultural Service (FAS), double funding for these programs, and help American farmers compete in global markets.
