Eight-Year, $63 Million Project Enhances Statewide Communications for First Responders Dover, Del. - The Delaware Department of Safety & Homeland Security's Division of Communications completed a major milestone in statewide communications infrastructure by decommissioning its legacy 800 MHz radio system on September 22, 2025. The achievement caps an eight-year, $63 million modernization project bringing cutting-edge IP-based technology to Delaware's radio network. Delaware recently completed an eight-year, $63 million project to upgrade its public safety technology to enhance communications among first responders and bring its land mobile radio (LMR) systems up to the latest P25 standards. Key Accomplishments: $51 million invested in state radios and infrastructure $12 million allocated for municipal radio systems 18,000 radios successfully reprogrammed across the state Implementation of TDMA technology, doubling the number of available talk paths Deployment of comprehensive Radio Management systems for improved inventory and programming Integration of AES DOD-grade encryption for enhanced security Introduction of field laptops to support future programming initiatives Millions of dollars invested in shelter replacement infrastructure Establishment of System Support from Motorola - a first for Delaware Full Project 25 (P25) compliance ensuring interoperability standards Enhanced Capabilities The new IP-based system eliminates traditional limitations, enabling seamless integration across 700-800 MHz frequencies and specialized systems like Dover Speedway's Moto Turbo system. The platform provides unprecedented connectivity between radio systems, cellular networks, and other devices. The legacy system's parts scarcity and technological obsolescence created ongoing operational challenges. The new P25-compliant system ensures long-term sustainability while supporting evolving public safety requirements and improved coordination during emergencies, routine operations, and large-scale multi-agency responses.
