New Growth Patterns Prompt Changes in Project List

Growth patterns are changing in Salem. On February 9, the Salem City Council approved changes to the list of projects eligible for System Development Charge funding. These changes are designed to ensure new development helps cover the cost of improvements needed for growth.

System Development Charges help fund construction of parks, transportation, water, wastewater and stormwater infrastructure needed to serve developing land. The changes approved Monday night relate to the portion of water, wastewater and stormwater project costs attributable to development, including:

  • stormwater projects in the Pringle Creek and Glenn Gibson basins
  • a water pump station upgrade on Davis Road
  • ·new water and sewer mains to support future growth

Oregon law requires the City to maintain and update these project lists, known as "309 Lists," to ensure System Development Charges funds are used appropriately. By passing this resolution, the City Council has aligned infrastructure planning with current and future development needs, supporting Salem's continued growth.
