(Washington, DC) - Today, Mayor Muriel Bowser, the DC Office of Planning (OP), and the RFK Project Management Office are inviting residents to participate in developing a master plan for the new RFK campus. Now is the time to add your voice to the discussion about the redevelopment of the RFK site, and residents are encouraged to take advantage of upcoming community engagement opportunities to share input on the plan and help shape the transformation of 180 acres on the banks of the Anacostia River.
"For decades, this campus sat idle while DC waited. That wait is over. We secured the land, we found the right partner, and now we're getting to work to transform a sea of asphalt into jobs and opportunity for DC residents," said Mayor Bowser. "The new RFK campus will bring our Commanders home, put thousands of people to work, and continue transforming the Anacostia waterfront into a world-class destination, and this is your opportunity to help us deliver for DC."
The RFK project is set to deliver a brand-new roofed stadium, which will bring the Washington Commanders back home to the District and allow DC to host even more big-ticket sporting events and concerts. The project will also include a mixed-use development featuring housing, hotels and restaurants, retail and entertainment, parks and recreation areas, a sportsplex for District youth, and more.
The master plan will cover the entire campus, including portions that will be developed by the District and the Washington Commanders. The plan will include guidance on the buildings, open spaces, and pedestrian-friendly public spaces to support the site's transformation into a vibrant mixed-use neighborhood that will serve all eight wards and help grow the District's economy. The RFK master plan also advances goals of the Anacostia Waterfront Initiative, DC Government's long-term effort to revitalize the Anacostia River and its surrounding neighborhoods, which calls for a connected, accessible, and vibrant waterfront.
"Developing a master plan for the RFK campus, one of the final components of the Anacostia Waterfront Initiative, allows us to build a shared vision for the future of this treasured waterfront," said Office of Planning Director Anita Cozart. "We look forward to engaging the community throughout this process, so our plan is authentic to the culture and feel of this place."
Residents are invited to join the master plan discussion through the following opportunities:
Community Open Houses
On Tuesday, March 24 and Saturday, March 28, the District is holding in-person community open houses where residents can learn more about the master plan and provide input and ideas. RSVP for a community meeting.
Session 1:
Session 2:
Online Survey
For those unable to attend an in-person event, the District will offer an online survey where residents can provide feedback on the master plan. The survey will request input on topics similar to those discussed at the events. The Office of Planning will combine this feedback with comments received at the in-person events, via email, and at the community visioning meetings that were held from October 2025 through February 2026.
Community Site Walk
On Saturday, April 18, neighbors of the RFK Stadium campus are invited to join a walking tour led by staff from the Office of Planning. The walk will include visits to areas that are important to the redevelopment and stopping points for discussion. This interactive outdoor workshop will allow stakeholders to step into the shoes of a planner and share their ideas for the site's future.
Master plans in the District guide the development of large sites that are transitioning from a single use or largely vacant land to a mix of uses. Visit the DC Office of Planning website to learn more about the agency's work planning for long-term growth in the District of Columbia.
The RFK Stadium project is a District-led effort to redevelop the 180-acre RFK campus with a new, world-class NFL stadium and year-round public amenities. Under Mayor Bowser's leadership, District government teams first worked to secure the land from the federal government and then to find the right partner for a public-private partnership to unlock opportunities for local businesses, jobs for DC residents, and increased access to the Anacostia waterfront. The District found the right partner at the right time in the Washington Commanders, led by Managing Partner Josh Harris. The Commanders are investing $2.7 billion into the project to build the new stadium-the largest private investment in DC's history.
Together, the stadium and mixed-use development are projected to deliver 5,000-6,500 housing units-including at least 30% affordable housing-and to generate approximately 30,000 construction jobs and 2,000 permanent jobs. The project is also expected to deliver around $24.2 billion in total economic output and approximately $5.1 billion in tax revenue for the District.
