ICC is among over 90 industry and civil society organisations calling on World Trade Organization (WTO) Members to make the Moratorium on Customs Duties on Electronic Transmissions permanent. An accompanying report, released ahead of MC14, details how the Moratorium underpins global digital trade, lowers costs for businesses and enables MSMEs to participate in the digital economy.

ICC has co-signed a global statement of industry support accompanying a report on the benefits of making permanent the WTO Moratorium on Customs Duties on Electronic Transmissions and the WTO Work Programme on Electronic Commerce.
The report draws on research from the OECD, IMF, World Bank, UNCTAD and independent researchers to show that the Moratorium - in place since 1998 and renewed at every WTO Ministerial Conference since - strengthens economic diversification, supports job growth and enhances digital inclusion in both developed and developing economies. It also highlights that the revenue foregone by maintaining the Moratorium is minimal and can be more than offset through non-discriminatory taxes such as VAT.
Making the Moratorium permanent is a longstanding ICC priority. With WTO Members meeting at MC14, the stakes are clear: allowing the Moratorium to lapse would introduce new barriers to digital trade, with the greatest impact on MSMEs and developing economies.
