City of Miami Hosts Region 4 Miami World Cup Tabletop Exercise

The City of Miami, in coordination with the Cybersecurity and Infrastructure Security Agency (CISA), successfully conducted the Region 4 Miami World Cup Tabletop Exercise (TTX) on Wednesday, January 28, 2026, at the Miami Police Benevolent Association.

The City of Miami and CISA were joined by local, state, and federal agencies, along with private-sector partners, for a scenario-based tabletop exercise focused on evaluating and strengthening emergency response and continuity of operations planning related to the 2026 Miami FIFA World Cup Fan Festival.
The exercise simulated a complex, coordinated incident requiring real-time decision-making, interagency coordination, and strategic communication to assess existing response plans and identify opportunities for continued improvement.

"Hosting this tabletop exercise was a critical step in ensuring the City of Miami is fully prepared to support a safe and successful 2026 World Cup experience," said City of Miami Manager James Reyes. "By bringing together our local, state, federal, and private-sector partners, we were able to rigorously test our plans, strengthen coordination, and identify opportunities to enhance our readiness. Preparation, communication, and collaboration are essential to protecting our residents, visitors, and global guests-and this exercise reinforced our commitment to all three."

The tabletop exercise focused on reviewing intelligence and information-sharing processes related to a credible threat; examining coordinated response plans and procedures, including Incident Command System (ICS) and National Incident Management System (NIMS) frameworks; evacuation and shelter-in-place protocols; crowd management for individuals with access and functional needs; internal and external communications; and public and media messaging. The exercise also examined restoration efforts and continuity of operations following a complex coordinated attack.

CISA and our partners are committed to the safety and security of fans attending a match, FIFA Fan Fest, or other activities,"said CISA Acting Regional Director Kate Nichols. "Pre-event exercises are crucial in ensuring that all possible scenarios are addressed, and our ongoing collaboration with our partners is a testament to our shared dedication to keeping everyone safe during this spectacular event. By working together, we will help to create an environment where the spirit of the World Cup can thrive, and fans can experience the joy of the games."

Dozens ofparticipants and observers took part in the exercise, which was conducted strictly as a preparedness and training initiative and was not in response to any specific threat or incident. This exercise was closed to the public and media. Participation was by invitation only, and all players and observers were credentialed.
