The fourth meeting of the EU Knowledge Hub Thematic Panel 1 addressed the shifting landscape of extremism, noting that modern ideologies are increasingly hybridised and driven by a mix of complex motivations rather than rigid political lines. Participants highlighted how both high-tech and low-tech tools are reshaping narrative dissemination, necessitating a transition from mere threat identification to strategic, agile response. Ultimately, the panel concluded that effectively mitigating future risks requires a "whole-of-society" approach to ensure that prevention and counter-extremism strategies (P/CVE) are as adaptable and fast-moving as the digital threats they aim to combat.
