The Texas Appraiser Licensing & Certification Board (TALCB) met August 7, 2026, to discuss proposed changes to appraiser qualifications, new pathways for gaining appraisal experience, and updates to appraisal management company (AMC) rules.
Representatives from The Appraisal Foundation's State Harmonization Task Force joined the meeting to provide an update on the Appraiser Qualifications Board's (AQB) second exposure draft which proposes significant changes to appraiser credentialing and experience requirements. The comment period has been extended through the end of August, giving regulators and other stakeholders additional time to review the proposals and submit feedback.
Among the changes discussed were a proposed demonstration pathway for the licensed appraiser credential, potential changes to education and experience requirements, earlier testing opportunities, and changes to continuing education requirements for trainees. The proposal also would remove the college degree requirement and establish a progressive pathway for appraisers to move from the licensed level to certified residential and certified general credentials.
The presentation also covered the federal 21st Century ROAD to Housing Act, which is expected to allow licensed appraisers to return to the Federal Housing Administration roster following an implementation period.
Aspiring appraisers in Texas now have two practicum courses that could satisfy appraisal experience requirements.
One course, offered by Appraisal U, is approved by the AQB and can be accepted by states nationwide. TALCB approved the course for use in Texas based on its AQB approval rather than conducting a separate content review.
The second course, Texas MPAT (Mississippi Practicum Appraiser Training), was reviewed and approved by TALCB for use in Texas.
These practicum courses provide additional pathways for aspiring appraisers to obtain qualifying experience.
Proposed amendments to Chapter 159 of the Texas Administrative Code include both rule cleanup and substantive clarifications developed in part through the board's AMC working group:
The board also approved proposed amendments to rule 153.5, Fees, to remove unnecessary language and improve clarity and consistency.
The proposed changes are now open for public comment.
The board's next meeting and workshop is scheduled for November 6, 2026, at 9 a.m. Potential workshop topics include the 2025 ASC annual report and an overview of the practicum pathway.
