Panel discussion on human rights and a culture of peace

4 March 2026

EU statement

Thank you Mr. President,

The EU welcomes today's panel discussion and thanks the panellists for their interventions.

There can be no Culture of Peace for present or future generations without respect for human rights, democratic participation and the rule of law. Culture of Peace is fostered through inclusive, participatory and accountable institutions, respect for diversity, and active engagement of a variety of stakeholders. Human rights education contributes through equipping individuals with the knowledge, skills, and attitudes to respect, defend, and uphold human rights.

The European Union expresses its full support for the Culture of Peace agenda. This agenda not only reflects our history and core values but also guides our actions - within and beyond our borders. Concretely, this means that we are deeply committed to the respect for life and dignity of each human being without discrimination. We are attached to non-violence, the peaceful settlement of conflicts and to democratic participation. We are deeply committed to solidarity and cooperation for development, and to the promotion and respect of human rights as well as equal rights and opportunities for all.

The EU Action Plan on Human Rights and Democracy 2020-2027 promotes Culture of Peace by integrating human rights into conflict prevention, strengthening civic participation, justice and accountability. Its thematic Programme on Peace, Stability and Conflict Prevention, with a total allocation of 908 million euros, focusses on Peace education, confidence building, and mediation.

We look forward to working with global partners to seize the opportunities and meet the challenges.

Thank you.
