NGA Helps States Prepare for Workforce Pell Rollout and Future of Workforce Implementation

Leaders from nearly 40 states collaborate with Department of Education on harnessing new Workforce Pell funding to boost job training

Washington, D.C. - The National Governors Association (NGA) this week hosted a Workforce Pell Implementation Lab, bringing together leaders from 37 states and territories and the District of Columbia with national experts and federal partners to explore strategies to maximize new federal funding opportunities for job training programs. As AI reshapes the labor market, and new SNAP and Medicaid work requirements generate increased demand for employment services, Workforce Pell will provide governors with additional federal resources to help eligible students find placement in approved, job-aligned programs.

"Governors know that well-designed job training programs are critical to meeting state workforce needs and connecting workers to high-paying jobs," said NGA Chief Policy Officer Timothy Blute. "College isn't the only pathway to success, and Workforce Pell has the potential to provide a major boost to the kind of short-term career training that puts learners on the fast track to job opportunities in high-demand career fields. Coordination between state and federal leaders, employers, and higher education is critical, and NGA's Workforce Pell Implementation Lab brought all those stakeholders to the table this week."

Effective July 1, Pell Grant eligibility will be expanded to students enrolled in short-term, career-focused training programs - providing new avenues to support governors' work to revamp workforce education for the 21st century economy and better align career training programs to meet workforce needs and support working learners. During the lab, workforce leaders from across the nation collaborated on strategies to build short-term on-ramps to career opportunities through coordinated, data-driven, outcomes-focused education systems.

Passed in 2025, H.R. 1, the One Big Beautiful Bill Act (OBBBA), expands Pell Grant eligibility to students enrolled in programs that meet defined quality requirements and lead to industry-recognized credentials. Over the next ten years, Workforce Pell grants, translating to about $2,200 per recipient, will be available to support training that aligns with high-skill, high-wage and in-demand jobs.

NGA launched the Workforce Pell Readiness Academy in November 2025 to help states and territories navigate the policy, operational and strategic choices they'll need to make for this new funding stream to be successful. The Academy provides monthly opportunities, including this week's Implementation Lab, for states and territories to receive federal updates, engage in peer learning, work together to develop an implementation strategy and receive technical assistance.
