Beginning July 1, nearly 250,000 New York City residents enrolled in the Essential Plan will begin losing their health coverage as a result of federal policy changes enacted through President Trump's H.R.1 legislation. Many of those affected are working-class New Yorkers who earn too much to qualify for Medicaid but cannot afford the high cost of private health insurance
As coverage changes take effect, the Community Service Society of New York (CSS) is urging affected New Yorkers not to assume they have no options and to seek assistance as soon as possible.
CSS operates the Managed Care Consumer Assistance Program (MCCAP), a free helpline and network of 20 community-based organizations (CBOs) that help New York City's most vulnerable populations navigate the health care system, access free and low-cost care options, understand complex coverage rules, resolve medical debts, appeal insurance denials for care, and resolve cost of care issues.
"Losing health coverage can be confusing and overwhelming, but New Yorkers do not have to navigate these changes alone," said David R. Jones, President and CEO of CSS. "Many people will have questions about whether they qualify for other coverage programs, how to transition to a new health plan, or what financial assistance may be available. We strongly encourage anyone who receives a notice about losing their Essential Plan coverage to reach out for help before making decisions about their health insurance."

CSS encourages community organizations, health care providers, elected officials, and advocates to share MCCAP's helpline information widely to ensure that New Yorkers affected by these changes receive the assistance they need to maintain access to care.
