ODOE Seeking Oregon Contractors to Participate in New Heat Pump Incentive Program

The Oregon Department of Energy is now accepting applications from potential contractors to participate in the agency's new Heat Pump Purchase Program, which will provide $2,000 incentives for the installation of heat pumps in owner-occupied homes, rental homes, and homes under construction.

The heat pump program is part of the state's Climate Equity and Resilience Through Action program. In 2024, Oregon was awarded $197 million in Climate Pollution Reduction Grant funds through the federal Inflation Reduction Act to support several programs at various Oregon state agencies - including this new heat pump program at ODOE - that will help Oregon reduce harmful greenhouse gas emissions.

Approved program contractors will be able to reserve and request incentives on behalf of their customers. After completing installation, the contractor will receive the incentive from the agency and the full amount of the savings must be passed on to the customer.

Approved contractors must meet program eligibility guidelines, including holding any appropriate license, bond, insurance, or permit; having an active license with the Construction Contractors Board; and having no Occupational Safety and Health Division violations for at least the past two years, among other requirements.

Interested Oregon contractors can apply online to join the approved list, which will be posted on ODOE's website. Contractors may register at any time. ODOE expects to publish an initial list of approved contractors and begin accepting incentive reservations and incentive applications on June 17. The agency will update the contractors list regularly.

"We're grateful to our federal and grant partners for supporting energy efficient heat pumps in rental and owner-occupied homes. We also look forward to continuing to work with Oregon's heat pump contractors who help make programs like this possible."
