Electronic Speed Safety Program to begin in SR 1/Minos Conaway Road Construction Zone
Lewes - ; The Delaware Department of Transportation (DelDOT) in partnership with the Delaware State Police announce that beginning Tuesday, October 21, 2025, the Electronic Speed Safety Program (ESSP) will be active on southbound SR 1 in the Minos Conaway Road Grade-Separated Intersection work zone in the Lewes area. Signage warning drivers of the speed camera will also be placed on Route 1 south in advance of the work zone along with radar speed signs.
The first 21 days will be a warning period, with motorists incurring no violations. Beginning Tuesday, November 11, 2025, registered vehicle owners receiving a first offense will receive a base violation of $20.00 and an additional amount added for each mile per hour over the posted work zone speed limit of 50-mph in accordance with Del. C. §4169(c).
For example, if the captured violation occurs at a speed of 61 mph, the speed violation is $20.00 plus an additional $11.00 which accounts for $1.00 for each mile per hour over the 50-mph posted work zone speed limit, and the assessment of other fees as set forth in Delaware Code for a total of $118.00. Second and subsequent offenses are higher, per Delaware Code. These violations are civil penalties only and no points will be assessed to driver's licenses.
"Safety is a priority for DelDOT, especially in work zones where workers are most vulnerable. Electronic speed enforcement in other work zones has reduced crashes and lowered average speeds. We expect similar results in the Route 1/Minos Conaway work zone which will be active for the next few years. Please remember to buckle up, slow down, pay attention and be patient," said Secretary of Transportation Shanté Hastings.
The ESSP has been deployed on I-95 in the area of the SR 896 interchange since July of 2024, and since the installation, speeds have been reduced by an average of 10% in both directions, and crashes reduced by 19%.
