THREAT SNAPSHOT: House Homeland Releases Updated “Terror Threat Snapshot” Assessment in Wake of Boulder, DC Terrorist Attacks

WASHINGTON, D.C. -- In advance of a Subcommittee on Counterterrorism and Intelligence hearing on the rise in anti-Israel terrorist attacks on U.S. soil, the House Committee on Homeland Security released an updated "Terror Threat Snapshot " assessment, highlighting the persistent threat to America, the West, and the world from terrorism associated with foreign jihadist networks and anti-Israel or antisemitic ideologies.

This updated snapshot includes over 30 key developments in the domestic and global threat landscape including the horrific, antisemitic terrorist attack in Boulder, Colorado, carried out by an Egyptian national, Mohamed Sabry Soliman, who was in the United States illegally and targeted participants in an event calling for the release of Hamas-held hostages in Gaza. In addition, last month, Elias Rodriguez was charged with assassinating two Israeli Embassy staffers in Washington, D.C. That attack is also being investigated as an act of terror and as a hate crime. Antisemitic violence and threats against communities of faith in the United States have risen sharply since October 7, 2023.

Foreign terrorist organizations like ISIS have called on their supporters to target Jewish communities in the United States and Europe. Just last month, the Office of the Director of National Intelligence published a new factsheet for first responders and emergency managers, highlighting the elevated public safety threat to large public gatherings. In May, the Department of State also updated its travel guidance, placing Belgium, Italy, Germany, France, and the United Kingdom on the "Level 2" travel advisory list, due to the increased potential for terrorist activity impacting American travelers.

Subcommittee on Counterterrorism and Intelligence Chairman August Pfluger (R-TX) said:

"From the resurgence of foreign jihadist networks across the Middle East, North Africa, and Southeast Asia to the rise of homegrown extremists and online radicalization, the West is facing a dynamic and volatile terror threat landscape. This landscape has only intensified in the aftermath of the October 7 attacks, with a disturbing rise in antisemitic and anti-Israel violence on U.S. soil, as well as the reckless anti-enforcement, open-border policies of the Biden-Harris administration. As a former fighter pilot who fought against ISIS, I know how important it is for the American people to understand the full scope of the threats we face. We must take bold action against our enemies to protect our communities, and today's hearing will be an important opportunity to do just that."

BACKGROUND:

Last week, Committee Chairman Mark E. Green, MD (R-TN) and Subcommittee Chairman Pfluger sent a letter to Department of Homeland Security (DHS) Secretary Kristi Noem requesting the alien file for Mohamed Sabry Soliman, which the Committee will review to better understand his immigration status.

In February, Chairman Pfluger introduced the "Generative AI Terrorism Risk Assessment Act," which would require DHS to conduct annual assessments on terrorism threats to the U.S. posed by terrorist organizations, like ISIS and al Qaeda, utilizing generative artificial intelligence (GenAI) applications for terroristic activity. Chairman Pfluger also reintroduced the "Countering Online Radicalization and Terrorism Act," legislation requiring DHS to conduct annual assessments on terrorism threats posed to the United States by terrorist organizations like ISIS, al Qaeda, Hamas, Hezbollah, and others, utilizing foreign cloud-based mobile and desktop messaging applications like Telegram.

In February, Rep. Morgan Luttrell (R-TX) introduced the "Syria Terrorism Threat Assessment Act," legislation enhancing DHS' counterterrorism efforts by requiring an evaluation of the threat posed to the United States by individuals in Syria with ties to Foreign Terrorist Organizations (FTO) or a Specially Designated Global Terrorist Organization (SDGT). Cosponsors of the legislation include Chairman Pfluger and Rep. Andy Ogles (R-TN).
