Heritage Park is kicking off its first phase of redevelopment, a major step in a project that will eventually provide homes for approximately 1,000 residents.
The first phase will include a 51-unit senior housing development using 9% Low-Income Housing Tax Credits. In 2025, the City of Raleigh committed $1 million in gap financing to support the development.
The City joined the Raleigh Housing Authority, community partners, local leaders, and residents to celebrate this milestone and the collaborative effort behind the transformation.
"Affordability and affordable housing are absolutely key priorities," Mayor Janet Cowell said at the event. "This site is an incredible site. The opportunity, the amenities, this large acreage, to be able to have mixed income, that is a best practice."
City Manager Marchell Adams-David spotlighted the important role partnerships play in projects like Heritage Park.
"Today is an amazing opportunity to highlight and daylight partnerships. None of this happens without each of us in this space."
This transformation, she noted, is far from an overnight success. It reflects years of sustained collaboration, ongoing conversations, and even spirited debate, all working toward a shared goal. The vision of Heritage Park stands as a testament to that long-term commitment and a culture that delivers results with care and consideration for the community.
