Watro’s Cursive Bill Becomes Law

HARRISBURG - Rep. Dane Watro's legislation to bring cursive handwriting instruction back to Pennsylvania schools is now law.

"Cursive is more than handwriting. It's a bridge," said Watro (R-Luzerne/Schuylkill). "It connects us to our history, strengthens learning and deepens our understanding of the world. By teaching cursive, we're equipping students with skills that sharpen the mind and safeguard our shared heritage."

In an age dominated by screens and keyboards, cursive might seem like a fading art but its value is anything but outdated. House Bill 17, now Act 2 of 2026, seeks to ensure students develop a solid grasp of cursive writing, a skill proven to boost cognitive growth while preserving a vital link to the past.

Studies show that writing in cursive activates brain regions tied to memory, language and critical thinking. It also builds fine motor skills, improving coordination and dexterity. These are all benefits that extend well beyond the classroom.

Cursive is also a key to unlocking history. Foundational documents like the Declaration of Independence and the U.S. Constitution were penned in cursive. Ensuring future generations can read and write in this style keeps those texts accessible, strengthening civic engagement and historical literacy.

And cursive isn't just historical; it's practical. From signing checks and legal papers to adding a personal touch to letters, cursive remains relevant in everyday life. It's a timeless skill that blends tradition with utility.

"More than half of U.S. states already require cursive instruction in public schools," Watro added. "They recognize that cursive gives students another way to learn, express themselves and prepare for success academically, professionally and personally."
