Proposed East Klamath County Public Safety Service District Policy

The Klamath County Board of Commissioners is asking voters to approve the creation of the East Klamath County Public Safety District (EKCPSD) in the May 2025 election. If approved, this district will provide improved and reliable public safety services-such as patrols tailored to the needs of East Klamath County residents. The district will be funded by an $89 annual tax per property lot within the district, ensuring dedicated resources for local safety. The Board of Commissioners and a budget committee, including local residents, will oversee the district's operations and spending to ensure transparency and accountability.

The EKCPSD policy sets a clear framework for forming and managing the district, including its boundaries, funding, governance, and contracting with service providers. By law (ORS 451.458), the Board of Commissioners will serve as the governing body of the district, exercising all powers and duties required by state statute. At this time, the only qualified entity able to provide patrol services under Oregon law is the Klamath County Sheriff's Office as Oregon statutes specify that law enforcement patrol functions must be carried out by the elected county sheriff or their deputies, and do not permit contracting with private entities for these services.

The EKCPSD policy also requires regular public updates, compliance with all laws, and safeguards like insurance and performance reviews to maintain high-quality public safety services. The policy will lay the foundation for the district's bylaws. To ensure full community involvement, the Board of Commissioners will hold two public hearings within the district boundaries. These hearings will give residents the opportunity to help shape the district's bylaws and provide input on its creation. This approach is designed to ensure transparency, community engagement, and the best possible public safety services for East Klamath County residents.
