Gov. Beshear Helps Cut Ribbon on 2 New Homes for Eastern Kentucky Flood Survivors in Floyd County

PRESTONSBURG, Ky. (May 18, 2026) - Today, Gov. Andy Beshear joined community and nonprofit leaders in Floyd County to cut the ribbon on two new homes at the New Hope Estates high-ground neighborhood. Both houses will go to Kentuckians who lost their homes in the floods of 2022. One home is move-in ready today, and the other will be move-in ready in a matter of weeks. Lt. Gov. Jacqueline Coleman attended the ribbon-cutting of the first two completed homes at New Hope Estates in March of this year.

"We're continuing to make incredible progress in our mission to bring safe housing to flood survivors across Eastern Kentucky," said Gov. Beshear. "We made a promise to be there in the days, weeks and years to come after this region was hit by the worst flooding of our lifetimes. These two new homes, along with the two already finished onsite, are ensuring Kentuckians have a safe place to call their own."

New Hope Estates will eventually be the site of 34 homes, with priority given to flood survivors. Team Kentucky provided $10 million to this project to purchase the property and perform sitework. Also in Floyd County, the Wayland high-ground community is finished, with 14 homes onsite. The Team Eastern Kentucky Flood Relief Fund helped fund the construction of all 14 homes in that neighborhood.

"Floyd County is seeing amazing progress in bringing more housing options to our people," said Floyd County Judge/Executive Robbie Williams. "We're rebuilding in a way that will keep Floyd Countians safe for generations to come. Thanks to our state leaders and nonprofit partners for their help in building a bright future for our county and this region."

At New Hope Estates, one more house is already framed on the property and is expected to be completed in the next two months, with a buyer ready to move in. More homes are expected to break ground in the coming weeks and months. The houses being celebrated today were built by Frontier Housing.

"Frontier Housing is proud of the work we've done to bring safe homes to flood survivors in Floyd County," said Chelsa Hamilton, interim president and CEO of Frontier Housing. "We have more homes on the way and will make sure more Kentucky families have a place to call their own."

Progress in Floyd County
Construction has started on the expansion of the 13-mile Magoffin-Floyd section of the Mountain Parkway. This is the final segment of expanding the entire Mountain Parkway to four lanes, a project that has been talked about for decades.

In 2023, Gov. Beshear helped cut the ribbon of the Harold-to-Minnie connector on Kentucky Highway 680 in Floyd County, providing a direct, time-saving link between Kentucky Highway 80 at Minnie and U.S. Highway 23 at Harold, two of the most heavily traveled highways in the region.

Work to renovate the Floyd County Community Center is complete. This project was completed in part thanks to a $750,000 grant from Team Kentucky. The Community Center was used as a staging ground for flood-response in 2022. The renovations allow the center to house after-school programs, a basketball and volleyball league and Narcotics Anonymous meetings.

High-Ground Communities
New Hope Estates and the Wayland high-ground neighborhoods are two of eight high-ground communities across Kentucky. Other communities include Thompson Branch in Letcher County, which was completed in 2025 with 10 homes onsite.

In total, more than 500 homes will be built in Breathitt, Floyd, Knott, Letcher and Perry counties. Additionally, more homes are being built using funding from Team Kentucky at various individual sites across Eastern Kentucky.

Housing Can't Wait Resource
Gov. Beshear is encouraging anyone who was impacted by the flooding of 2021, 2022 or 2025 to visit HousingCantWait.org and fill out an interest form. A team member from Fahe will get in touch with applicants, determine eligibility for Disaster Recovery housing and provide help with the housing process.
