ILO Philippines clarifies misuse of preliminary Platform work survey findings

The ILO in the Philippines issues a follow-up statement addressing the misrepresentation of preliminary findings from its ongoing study on platform work, which is not a final or officially endorsed report on the country's platform economy.

The International Labour Organization (ILO) in the Philippines expresses deep concern over the misuse and misrepresentation of preliminary and unvalidated figures from its ongoing study on platform work, including riders and drivers in transportation network vehicle service (TNVS) platforms.

The material cited in recent media coverage is drawn from a draft document currently undergoing technical validation. It is not a published report, not final, not endorsed, and does not represent an official ILO position. The ILO did not issue any press release on this study.

Assertions that riders or drivers earn "well above minimum wage," or that their social protection status has been definitively assessed, do not constitute official ILO conclusions. Proper assessment of earnings requires distinguishing between gross and net income and accounting for operating costs, unpaid waiting time, working-time intensity, overtime hours, and income volatility. Similarly, references to social protection must distinguish between access to schemes and the source or adequacy of provision.

The study remains under review as part of a rigorous validation process designed to ensure methodological integrity and balanced interpretation. We call on all stakeholders to refrain from citing incomplete draft material as definitive findings and to respect the integrity of the validation process.

The integrity of evidence matters. Preliminary technical work must not be used in ways that distort public discourse or undermine the objective of advancing decent work and social justice. The ILO will share the final report once the technical validation process is completed, with clear definitions and documented limitations.
