SIEM REAP, 3-5 December 2025 - The 14th Meeting of the Ad Hoc Working Group to Develop the ASEAN Socio-Cultural Community (ASCC) Strategic Plan was convened on 3-5 December 2025 in Siem Reap, Cambodia. The meeting was co-chaired by Dr. Christina Yeo Ken Yin, Undersecretary of International Relations Division (Culture) at the Ministry of Tourism, Arts and Culture of Malaysia, and Hannah A. Giray-Carcido, Bureau Director of the Policy Development and Planning Bureau, Department of Social Welfare and Development of the Philippines. The Meeting was co-organised with Ministry of Education, Youth and Sport of the Kingdom of Cambodia.
In her opening remarks, Dr. Christina Yeo Ken Yin, expressed her appreciation to the AHWG for their active participation during the Interface with the ASEAN-accredited civil society organisations (CSOs) and highlighted the importance of strengthening the outreach, cooperation and partnerships with CSOs in the implementation of the ASCC Strategic Plan. She also looked forward to the AHWG's discussions on the draft ASCC Results Framework following the consultations with ASCC sectoral bodies.
Furthermore, Hannah A. Giray-Carcido highlighted the evolving list of the key performance indicators for the ASCC Results Framework and emphasised the need to remain open to innovative ideas and realistic insights, particularly in reviewing the indicators. She further extended her appreciation to the ASCC sectoral bodies and the members of the AHWG for their continued commitment and active participation in developing the results framework.
The Meeting conducted a review and deliberation on the draft KPIs proposed by ASCC sectoral bodies. A significant focus was placed on ensuring that the Key Performance Indicators (KPIs) are clearly defined, robust, and measurable at all levels. Additionally, the Meeting engaged in discussions about the advancement of communication strategies for the ASCC Strategic Plan, highlighting the need to enhance awareness and understanding of the Strategic Plan's key priorities and result areas.
The Meeting also included an Interface between the AHWG and the ASEAN-accredited Civil Society Organisations (CSOs), including the ASEAN Tourism Research Association (ATRA), AirAsia Foundation, ASEAN Responsible and Inclusive Business Alliance (ARAIBA), Southeast Asia Tobacco Control Alliance (SEATCA), Medical Association of Southeast Asian Nations Committee (MASEAN), The ASEAN Disability Forum, ASEAN Confederation of Women's Organisation (ACWO), and the ASEAN Kite Council (AKC). They exchanged views to explore the potential role of CSOs in supporting the implementation of the ASCC Strategic Plan, particularly on public engagement and localisation, as well as mainstreaming of the ASCC Strategic Plan especially at the local, community and grassroots levels.
This Meeting is part of the ongoing activities to support the communication of the ASCC Strategic Plan project funded by the Japan-ASEAN Integration Fund (JAIF) 3.0, and the Development of the ASCC Results Framework and Baseline project funded by the Australia for ASEAN Futures Initiative.
