HigginsReintroduces Legislation to Combat Computer-Generated Comment Abuse in Federal Rulemaking

WASHINGTON, D.C. - Congressman Clay Higgins (R-LA) reintroduced H.R. 9643, the Comment Integrity and Management Act, legislation to protect the federal rulemaking process by requiring agencies to verify that public comments are submitted by humans. Read the bill text here.

This legislation responds to the growing usage of artificial intelligence and automated tools to flood agencies with large volumes of computer-generated comments. These tactics dilute the views of legitimate individuals and can lead to a false sense of public opinion. The bill was previously passed by the U.S. House of Representatives in May 2024.
