Georgia Legislators Introduce Bipartisan Housing Affordability Package

ATLANTA - State Representatives Mary Margaret Oliver (D-Decatur) and Phil Olaleye (D-Atlanta), joined by fellow state representatives, today announced the introduction of a bipartisan package of legislation aimed at addressing affordability in Georgia and designed to expand housing supply, protect tenants and encourage the development of affordable homes across the state.

"We know Georgians are struggling with housing costs, and lawmakers have a responsibility to respond," said Rep. Oliver. "While we represent different regions and perspectives, we are united in our commitment to improving housing options and affordability for families across the state."

The legislative package includes proposals focused on tax incentives, tenant protections, zoning reform and affordable housing development. The representatives emphasize that these newly filed bills, combined with housing legislation introduced during the 2025 legislative session, demonstrate broad and growing legislative interest in comprehensive housing reform.

"Work groups representing landlords and tenants, buyers and sellers are meeting together to develop a coordinated, balanced approach to housing legislation-one we believe can move forward cooperatively this session," said Rep. Olaleye.

The following House Bills are included in the representatives' legislative package. House Bills 1145, 1166, 1177 and 1221 have bipartisan support:

  • House Bill 1145, sponsored by State Representative Miram Paris (D-Macon);
  • House Bill 1153, sponsored by State Representative Mary Margaret Oliver (D-Decatur);
  • House Bill 1166, sponsored by State Representative Tangie Herring (D-Macon);
  • House Bill 1171, sponsored by State Representative Spencer Frye (D-Athens);
  • House Bill 1177, sponsored by State Representative Al Williams (D-Midway);
  • House Bill 1221, sponsored by State Representative Saira Draper (D-Atlanta).

Representative Phil Olaleye represents the citizens of District 59, which includes a portion of Fulton County. He was first elected to the House of Representatives in 2022 and currently serves on the Education, Governmental Affairs and Information and Audits committees.

State Representative Mary Margaret Oliver represents the citizens of District 84, which includes a portion of DeKalb County. She was first elected to the House of Representatives in 2002 and currently serves as Secretary of the Public & Community Health Committee. She also serves on the Appropriations Subcommittee on Human Resources, Governmental Affairs, Judiciary, Judiciary Juvenile, MARTOC and Technology & Infrastructure Innovation committees.
