The Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services today announced the appointment of Wendy Horman as director of the Office of Child Care.
Horman joins ACF after serving 13 years in the Idaho House of Representatives, including as co-chair of the Joint Finance-Appropriations Committee, where she expanded education freedom and parental choice that gave Idaho families more options to further their children's education. She also modernized outdated budget processes to ensure effective and efficient use of taxpayer dollars. Her focus on budget transparency and accountability, combined with her commitment to delivering positive outcomes for children, uniquely qualifies her to lead ACF's Office of Child Care.
"Having worked alongside Director Horman for years, I have complete confidence she will make a meaningful difference in the lives of America's children and families," said ACF Assistant Secretary Alex J. Adams. "Her school choice mindset will translate perfectly to child care, and her experience as an incredible steward of taxpayer dollars will help ensure our child care program best serves families."
As director, Horman will lead the Office of Child Care within the Office of Early Childhood Education. She will work to strengthen the Child Care Development Fund, the United States' largest national voucher program providing funding to states to help low-income families access child care. Her work will focus on supporting families and improving child outcomes, empowering states and programs to improve alignment with local approaches to services and eliminating unnecessary bureaucracy to deliver maximum benefit to the families ACF serves.

Director Horman earned a bachelor's degree in political science with an emphasis in American Government from Brigham Young University-Idaho. She and her husband are proud parents of five children and grandparents of nine grandchildren.
