In January 2026, the City of San Rafael, in coordination with the County of Marin, began a Pilot (temporary/test) project converting Embarcadero Way to one way from Mission Ave to Marina Ct Dr. Phase 1 of the pilot permitted vehicle travel in the northeast direction, uphill from Marina Ct Dr to Mission Ave. The one-way direction was chosen based on vehicle volume counts taken prior to the installation of the one-way pilot. As a part of the conclusion of Phase 1 of the pilot, a survey was opened on the City's webpage to collect the community's input on the one-way direction. The survey was open from March 6, 2026 to March 27, 2026.
Due to input received from community members during the beginning of Phase 1 of the pilot, the City decided to add Phase 2 of the Embarcadero One-Way Pilot Project after Phase 1 completed. During Phase 2, vehicle travel would only be permitted in the southwest direction on Embarcadero, downhill from Mission Ave to Marina Ct Dr. Phase 2 of the pilot was installed on April 9, 2026 and near the end of the two-month pilot, another survey will open on the City's webpage. The community is encouraged to submit their experience and thoughts on Phase 2 of the pilot once the survey opens at the end of May.
Similarly to before the pilot's installation and throughout Phase 1, the project team will collect additional data on travel patterns and volumes during Phase 2. All collected data and feedback will be summarized in a final Embarcadero One-Way Conversion Pilot Project report that will be presented to the Bicycle and Pedestrian Advisory Committee (BPAC) and City Council for a decision of permanent installation. At that time, the options for Embarcadero way will include: (1) revert back to two-way, (2) convert to one-way northeast from Marina Ct Dr to Mission Ave, (3) convert to one-way southwest from Mission Ave to Marina Ct Dr, and (4) close Embarcadero Way between Mission Ave to Marina Ct Dr to all vehicle travel. The City Council will decide to convert Embarcadero Way to one of the four options described above based on data and feedback gathered.
