Progress Update from The City of Encinitas and the Encinitas Union School District

The Encinitas Union School District and City of Encinitas are pleased to share a progress update on the Paul Ecke Central reconstruction project. Both agencies recognize the frustration and disappointment that students, families, staff, and community members have experienced due to construction delays. We share the community's desire to see this important project move forward as quickly as possible and are encouraged to announce several positive developments.

Over the past several weeks, District and City leaders have worked closely with project architects, construction partners, and other key stakeholders to address outstanding issues and identify solutions. These collaborative efforts, including daily communication and coordination, have resulted in the resolution of all outstanding issues related to drainage, grading, traffic queuing, frontage improvements, and requested right-of-way dedications. Resolving these complex issues represents a significant milestone and an important step toward moving the project forward.

Together, the District and City have also established a clear path forward for the next phases of construction. Rough grading is scheduled to begin this week, and the Administrative Hearing for Phase 2 of the Coastal Development Permit is set for October 27, 2026. Following the hearing, there will be an approximately 20-day appeal period. We anticipate the on-site building to begin upon completion of this process.

Throughout this process, both agencies have remained committed to ensuring that the quality and safety of the project are never compromised. Our shared goal is to deliver an exceptional learning environment for students and a beautiful, welcoming campus that will serve the broader community for generations to come.

While these developments represent meaningful progress, we recognize that they do not erase the frustration experienced by PEC students, families, and staff. We sincerely appreciate the community's continued patience, understanding, and support. We also acknowledge the dedication and collaborative efforts of the EUSD Board of Trustees, Encinitas City Council, District and City staff, architects, and construction partners who have worked diligently to find solutions and advance this project.
