The European Parliament,
- having regard to the proposal of the Board of Supervisors of the European Insurance and Occupational Pensions Authority of 23 October 2025 (C10-0268/2025),
- having regard to Article 51(2) and (3) of Regulation (EU) No 1094/2010 of the European Parliament and of the Council of 24 November 2010 establishing a European Supervisory Authority (European Insurance and Occupational Pensions Authority), amending Decision No 716/2009/EC and repealing Commission Decision 2009/79/EC[1],
- having regard to its resolution of 14 March 2019 on gender balance in EU economic and monetary affairs nominations[2],
- having regard to its resolution of 16 January 2020 on institutions and bodies of the Economic and Monetary Union: preventing post-public employment conflicts of interest[3],
- having regard to Rule 135 of its Rules of Procedure,
- having regard to the report of the Committee on Economic and Monetary Affairs (A10-0247/2025),
A. whereas the term of office of the current Executive Director of the European Insurance and Occupational Pensions Authority ends on 31 March 2026;
B. whereas, on 23 October 2025, the Board of Supervisors of the European Insurance and Occupational Pensions Authority, following an open selection procedure, proposed to appoint Damian Jaworski as Executive Director for a term of office of five years, in accordance with Article 51(2) and (3) of Regulation (EU) No 1094/2010;
C. whereas, on 6 November 2025, the Committee on Economic and Monetary Affairs held a hearing with Damian Jaworski, at which he made an opening statement and then responded to questions from the members of the Committee;
1. Approves the appointment of Damian Jaworski as Executive Director of the European Insurance and Occupational Pensions Authority;
2. Instructs its President to forward this decision to the Council, the Commission, the European Insurance and Occupational Pensions Authority and the governments of the Member States.
This report has been drawn up following the Committee on Economic and Monetary Affairs' exercise of the powers granted to Parliament under Regulation (EU) No 1094/2010, in particular Article 51 thereof, and following the Committee on Economic and Monetary Affairs' established procedures in the matter of appointments to regulatory and supervisory bodies in the economic and financial domain.
The rapporteur declares under her exclusive responsibility that she did not include in her report input from interest representatives falling within the scope of the Interinstitutional Agreement on a mandatory transparency register[4], or from representatives of public authorities of third countries, including their diplomatic missions and embassies, to be listed in this Annex pursuant to Article 8 of Annex I to the Rules of Procedure.
