Public Notice Review of Request to Amend WDEQ Industrial Siting Permit for the Two Rivers and Lucky Star Wind Project; DEQ/ISC 18-11

Notice is hereby given that the Industrial Siting Division received an amendment request on July 7, 2025 from Two Rivers Wind, LLC and Lucky Star Wind, LLC (Permittees) regarding the Two Rivers and Lucky Star Wind Project in Carbon and Albany Counties. The Permittee is requesting to extend the permit from November 20, 2025 to November 20, 2028. Two Rivers is anticipated to begin construction in Q3 2026. Lucky Star is anticipated to begin construction in Q3 2026. Additional avoidance buffers and mitigation measures incorporated into Project design and a reduction in the overall number of proposed turbines supports a request to change the size of the project.

Pursuant to Condition #11 of their permit, the Administrator is providing public notice of the requested amendment to permit DEQ/ISC 18-11. It is the Director's intention to authorize the change on or after August 9, 2025. The public may review a copy of the amendment request and associated materials at the office of the WDEQ Industrial Siting Division in Cheyenne, Wyoming or online at:
