International IDEA and Luxembourg strengthen their partnership for democracy

The International Institute for Democracy and Electoral Assistance (International IDEA) welcomes the strengthening of its partnership with Luxembourg in support of democracy worldwide, with the signing of a new Strategic Partnership Framework for 2026-2029. Under the Framework, Luxembourg will provide EUR 1 million in flexible core funding to the Institute over the next three years.

Luxembourg has been a Member State of International IDEA since 2018 and served as Chair of the Council of Member States in 2024, combining political leadership with programmatic support for democracy in some of the most demanding contexts of our time. The new Framework, the Institute's first multi-year core partnership agreement with Luxembourg, places this collaboration on a predictable, long-term footing, in line with Luxembourg's sustained commitment for democracy and multilateralism.

The Framework's flexible core funding will allow International IDEA to direct resources where they are most needed in defence of democracy around the world.

"At a moment when democratic institutions are under unprecedented strain, Luxembourg's support sends a clear signal that defending democracy remains a shared global priority," said Dr. Kevin Casas-Zamora, Secretary-General of International IDEA. "Flexible, predictable partnerships of this kind are vital to respond to the threats democracies face today. We are grateful for Luxembourg's confidence and look forward to deepening our work together in the years ahead."
