Global law firm Norton Rose Fulbright successfully represented Integrated Finance & Accounting Solutions LLC (IFAS) in a bid protest before the US Government Accountability Office (GAO), which resulted in the company retaining its award to provide financial management support services to the US Defense Information Systems Agency (DISA).
Peridot Solutions LLC and enGenius Consulting Group Inc. challenged DISA's award decision after the agency selected IFAS following its evaluation of four proposals. The GAO denied both protests, concluding that the agency did not engage in disparate treatment and that its price evaluation was reasonable.
In denying the protests, the GAO found that IFAS demonstrated experience performing multiple financial management services contracts for defense organizations, exceeding the experience reflected in the protesters' proposals. As noted in the GAO decision, DISA determined the IFAS quotation would provide the best value to the government. The GAO found that the record supported DISA's best value tradeoff analysis and decision to award to IFAS.
