Applications Open for the 10th Edition of the EU-Funded Training Programme on European Integration for Ukrainian Officials of Central Public Administration

Applications are now open for the 10th edition of the Tailored Onsite Knowledge and Analytical Skills Programme on European Integration, implemented under the EU-funded Natolin4Capacity Building Phase II - Strengthening Ukrainian Public Administration for EU Integration project.

The application period opens on 10 June 2026 at 11:00 Kyiv time and closes on 1 July 2026 at 23:59 Kyiv time.

The 10th edition will take place from 14 September to 23 October 2026 at the College of Europe in Natolin in Warsaw, Poland, and will focus on the Cluster 1 - "Fundamentals of the EU accession negotiation process".

The six-week programme equips participants with the knowledge and skills needed to support the implementation of the National Programme for the Adoption of the EU Acquis (NPAA) and to contribute effectively to Ukraine's EU accession process.

Training participants will:

• learn directly from experienced former EU accession negotiators from Croatia, Poland and Romania, who were involved in leading the transposition of EU law in their respective countries;
• deepen their understanding of EU law, EU decision-making and the next steps in Ukraine's accession process together with senior experts from EU Member States and the European Commission;
• develop key skills needed for the implementation of the NPAA, including a practical understanding of how EU law is created, transposed and implemented by EU Member States;
• gain insight into how the European Commission assesses information provided by candidate countries and how its reports may be interpreted;
• improve their understanding of "Brussels English", including EU-specific terminology and communication practices used in exchanges with the European Commission.

At the end of the programme, each participant will prepare an analytical paper focused on the implementation of the EU acquis in an area relevant to their work in Ukraine.

Who can apply

To participate in the programme, applicants should:

• be employees of central public administration bodies;
• be actively engaged in the European integration process, with preference given to members of negotiation working groups;
• demonstrate strong motivation to enhance their knowledge and analytical skills;
• have an English proficiency level of B2, which is required to fully benefit from the programme;
• be able to commit the necessary time required for all programme activities.

About N4CB-II

The Tailored Onsite Knowledge and Analytical Skills Programme is a pivotal component of the Natolin4Capacity Building Phase II - Strengthening Ukrainian Public Administration for EU Integration project.

Natolin4Capacity Building Phase II is funded by the European Union and jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service, with support of the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

Key components of the project include:

• the Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for selected Ukrainian public administration employees at the College of Europe in Natolin;
• a Training of Trainers module for employees of central government bodies;
• customised e-learning courses on European integration;
• onsite intensive training sessions in Kyiv;
• expert-led webinars on key EU integration topics.
