U.S. Participation in the APEC 2026 Tourism Ministerial Meeting in Macau SAR

The safety and security of Americans is a top priority of the Trump administration, and it guides our advice to U.S. tourists abroad.

The Department of State maintains a Travel Advisory for China's Macau Special Autonomous Region (SAR) of "Level 3 - Reconsider Travel" due to China's practice of limiting the ability of U.S. personnel at U.S. Consulate General Hong Kong and Macau - who are also diplomatically accredited to Macau - to provide emergency consular services to U.S. citizens there.

The United States has repeatedly asked China to lift the arbitrary and targeted visa requirements it imposes on official U.S. government travelers to Macau providing these services to U.S. citizens. When China chose to host an APEC meeting focused on tourism in Macau, the United States once again asked China to address our concerns, proposing a positive way forward consistent with efforts to build a constructive relationship of strategic stability with China on the basis of fairness and reciprocity, as outlined by President Trump and General Secretary Xi.

China, regrettably, rejected our proposal, and instead chose to maintain its discriminatory practice of restricting the U.S. government's ability to provide emergency consular services to American tourists. As a matter of principle, the United States will not send high-level participants to a Ministerial promoting tourism in a location where U.S. diplomats cannot provide emergency services to U.S. tourists in need.
