Pasadena Rental Housing Board Seeks Applicants for Alternate Tenant Member Vacancy

PASADENA, Calif. - The Pasadena City Council is accepting applications to fill a vacancy in the Alternate Tenant Member seat on the Pasadena Rental Housing Board (PRHB).

The PRHB was established under Section 1811 of the Pasadena City Charter and is responsible for administering and enforcing Article XVIII, the Pasadena Fair and Equitable Housing Charter Amendment. The PRHB includes eleven members: seven Tenant Members, four At-Large Members, and two alternates, one Tenant Alternate and one At-Large Alternate.

The selected applicant will serve the remainder of the unexpired term, which ends on May 24, 2027.

Alternate Tenant Member Eligibility

Applicants seeking appointment as the Alternate Tenant Member must be Pasadena residents.

To qualify for the Alternate Tenant Member position, applicants and members of their extended family may not have owned, managed, or held a five percent or greater ownership stake in rental units in Los Angeles County within the three years prior to applying, or at any time after appointment.

An Alternate Tenant Member may participate in PRHB discussions but may vote only when a primary Tenant Member is absent from a meeting.

Board Responsibilities

The duties of the PRHB include:

  • Adopting rules and regulations to implement Article XVIII of the City Charter
  • Establishing allowable rent increases and determining the Annual General Adjustment
  • Appointing hearing officers and conducting hearings on rent adjustment petitions
  • Establishing the Board's budget
  • Pursuing civil remedies for violations of Article XVIII
  • Holding public hearings
  • Establishing penalties for violations
  • Establishing and maintaining Pasadena's rental registry

Pasadena residents interested in serving on the PRHB are encouraged to apply. To be considered, applicants must:

  • Submit a completed application to the City Clerk's Office
  • Gather at least 25 signatures from residents living in the same Pasadena Council District as the applicant as part of the nomination petition
  • Submit a declaration of financial interests for themselves and their extended family members, which will become a public record

The application period is now open and closes on Thursday, July 9, 2026.
