TALLAHASSEE, Fla.-Attorney General James Uthmeier issued an opinion concluding that state laws requiring race-based state action are presumptively unconstitutional under the Fourteenth Amendment's Equal Protection Clause and Article I, section 2, of Florida's Constitution.
