Superior Court Proposes Amendments to Rules Governing Domestic Relations Proceedings

October 01, 2025

The D.C. Superior Court Rules Committee has completed its review of proposed amendments to Rule 28-I of the Superior Court Rules Governing Domestic Relations Proceedings.

Section (b) was revised to implement the Human Rights Sanctuary Amendment Act of 2022, which amended the Uniform Interstate Depositions and Discovery Act to restrict enforcement of foreign subpoenas in interstate investigations and proceedings that interfere with the right of bodily autonomy under section 101(a) of the act. The amendments are identical to the 2025 amendments to Civil Rule 28-I. New subsection (b)(2) implements the act's affirmation requirement.

The Rules Committee will recommend approval of the amendments by the Superior Court Board of Judges unless, after consideration of comments from the Bar and the public, they are modified or withdrawn. Written comments must be submitted by 5:30 p.m. ET on October 31 via email to [email protected] or by mail to:
