Abstract
This course, co-hosted by the Bank for International Settlements (BIS), Bank Indonesia, and the Bank of Japan, was held in Bali, Indonesia, from September 29 to October 4, 2025. It focused on Information and Communications Technology (ICT) risks and cybersecurity challenges for central banks, with a core emphasis on AI applications and cyber resilience.
The 4-day agenda used case studies and discussions to enhance learning. Day 1 examined global cyber threats, including AI misuse for fraud and ransomware, and discussed the role of central banks in cyber resilience, featuring a BIS case study on AI integration in operations. Day 2 covered technical practices, demonstrating the application of AI in defense for market anomaly and fraud detection, and proposed a framework for standardizing central bank cyber defenses. Day 3 focused on AI governance and risk supervision standards, covering model validation, data governance, explainability, third-party audits, and supply chain risk, emphasizing the importance of ethical review and transparency. Day 4 was dedicated to a course review and sharing of practical experiences among participants.
The aim was to equip participants with skills to manage complex ICT risks and cyber threats from emerging technologies.
