Mexico is taking an active role in the Third United Nations Ocean Conference (UNOC-3) being held in Nice, France from June 9-13 to showcase the nation's efforts to protect oceans and their biodiversity under President Claudia Sheinbaum's Humanist Ecological and Environmental Policy.
The Conference's main goal is to accelerate progress on Sustainable Development Goal 14 (SDG14), which focuses on conserving and sustainably using oceans, seas, and marine resources. The event aims to secure specific commitments to reverse marine biodiversity loss and advance toward a just and resilient blue economy.
Mexico's delegation is led by Environment and Natural Resources Secretary Alicia Bárcena and Multilateral Affairs and Human Rights Undersecretary Enrique Ochoa from the Foreign Ministry. The delegation will present three key voluntary commitments: releasing the updated National Policy for the Sustainable Management of Mexico's Seas and Coasts (PNMSMC); carrying out the National Environmental Restoration Program, with emphasis on restoring mangroves, coral reefs, coastal dunes, and island ecosystems; and launching the National Strategy for the Clean-up and Conservation of Mexico's Beaches and Coasts 2025-2030, designed to prevent and reverse marine pollution through a comprehensive, participatory, and territorial approach.
Mexico will join the international call to protect at least 30% of the world's oceans by 2030 using marine protected areas and other conservation measures. Mexico will also sign the Political Declaration, which marks the beginning of a new chapter of global ocean action.
The Mexican delegation also includes Biodiversity and Environmental Restoration Undersecretary Marina Robles García from Semarnat; Head of Semarnat's International Affairs Coordinating Unit Camila Zepeda Lizama; Director General for Global Issues Norma Munguía Aldaraca from the Foreign Ministry; representatives from the Education Ministry (SEP) and the Agriculture Ministry via the National Commission for Aquaculture and Fishing (Conapesca); representatives from the National Institute of Statistics and Geography (INEGI); as well as civil society organizations, local communities, and youth leaders, highlighting the active participation of women committed to protecting marine ecosystems.
The governments of France and Costa Rica co-organized this event, bringing together government leaders, scientists, international organizations, youth, indigenous communities, and civil society representatives to enhance collective action for ocean health.
